Which of the following most accurately describes the problem?

BRITAX is investigating the adaption of its approved safety seat belt to fit coach seats.

The company is already discussing methods of seat-belt installation with major coachbuilders. "At first sight," said managing director Mr Alex Smith, "it would appear that a lap-type belt — similar to the aircraft safety belt and fitted to the coach seat — is the answer. However, until passenger seats are stressed to at least lOg (10 times the average weight of the passenger) it would be safer to anchor the belts to the floor structure.

"However, we shall continue to investigate the best method of this safety device but Government legislation, making the wearing of seat belts compulsory, would provide all parties with the necessary impetus to come up quickly with an effective solution.".
