Which of the following most accurately describes the problem?

OBJECTIONS to four new hauliers applying to the North Western Licensing Authority for operators' licences were withdrawn by the RHA North Western (Eastern) area before the hearing at Manchester last week.

All satisfied 'the RHA that they had suitable operating centres. The four were, B. M. Pollitt, trading as County Carriers, Alvanley Works, Stockport Road, Bredbury, Cheshire; A. J. Parkes, 125 Ayres Road, Old Trafford, Manchester; L. A. Newton Haulage Contractor, 118 Tytherington Drive, Macclesfield; and G. R. Walker, 105 Beach Road, Hartford, Northwich, Cheshire.

As a result the applications of Newton (two vehicles) and Walker (two vehicles) were granted in chambers. The remaining two failed to satisfy the Licensing Authority on questions of finance and vehicle maintenance arrangements. Parkes (one vehicle) failed to appear and his appli cation was refused for want of prosecution.

Mr Brian M. Pollitt of County Carriers, seeking authority for four vehicles, said he was a manufacturer and agent of vehicle batteries and maintained and repaired vehicles for hauliers. He planned to carry his own goods and for •hire or reward on local work.

He had been in charge of a vehicle training unit and documentation while in the Army and had also been a heavy vehicle driver between London and Scotland. There was a fully equipped garage next door to his premises, which would be used for maintenance. Two vehicles had been purchased and arrangements made for fortnightly checks.

The LA said that, with this background, Mr Pollitt ought to know what was required. A licence would be granted for two vehicles for 12 months, during which there would be an inspection of the vehicles, premises and facilities.
