Which of the following most accurately describes the problem?

IP The Annual Report of the Licensing Authorities for the period October 1, 1967 to September 30, 1968 has recently been published.

It shows that 37 per cent of vehicles examined in spot checks were defective, proportionally fewer than previous years. There was a 47 per cent increase in the number of convictions of goods vehicles drivers and employers for hours and records irregularities.

In September 1968, 1,474,000 vehicles were operating under carriers' licences, 50,000 fewer than in the previous year. A 13 per cent drop in new applications was largely accounted for by a fall in C-iicence applications. There were fewer objections to Aand B-licence applications.

Of 47,876 vehicles inspected for roadworthiness, 37 per cent were issued with prohibitions, 9 per cent with immediate.

There were 35,849 successful prosecutions for carriers' licences, drivers' hours and records and overloading offences. There were seven licences revoked by the LAs under Section 178 inquiries.. IN addition 414 vehicles were revoked from 195 licences either by curtailment or suspension for varying periods.
