• As the result of a commencement order made this week by the Minister of Transport the driver of a stationary goods vehicle or of a goods vehicle stopped at a roadside spot check, may be directed to take his vehicle to a place not more than one mite away for the purpose of a mechanical inspection. The commencement order is made in respect of the Road Safety Act 1967.
The power to direct vehicles in this manner is new and is vested only in police constables in uniform and Ministry of Transport examiners. Provision has been made for it in Section 17 (1) of the 1967 Act.
The Ministry of Transport states that the order's purpose is twofold in that it will give formal cover to the existing practice of diverting vehicles from busy main roads into side roads or to other convenient places where vehicle fitness checks can be carried out in safety. It will also enable vehicles to be directed to a Ministry of Transport test station where one is not more than one mile distant and where checks can be made more efficiently and comprehensively than at the roadside. Drivers convicted of non-compliance with the direction can be fined up to £50.
