Which of the following most accurately describes the problem?

NEXT Monday (July 14) a new agreement covering wages and conditions of haulage "bank staffs" will come into force. It has been concluded between the Road Haulage Association and the unions represented on the Road Haulage Central Wages Board.

Category 1 staffs will be "unskilled workers, porters, truckers and labourers" and in the Metropolitan Area they will be paid 14 12s. a week; in Grade 1 areas, £4 9s., and in Grade 2 areas, £4 5s.

"Semi-skilled workers, checkers engaged in the checking off, entering, chepking away and stowage of loads" (category 2) will receive £4 16s. in the Metropolitan Area, £4 13s. in Grade 1 areas and £4 9s. in Grade 2 areas.

"Fully skilled bank workers," who "can accept responsibility for accurate work" in connection with loading (category 3), will be paid £5 in the Metropolitan Area, £4 17s. in Grade 1 areas and £4 13s. in Grade 2 areas.

These rates refer only to men over the age of 21 years. Conditions laid down in R.H.22 will apply, where appropriate. Hours during which an additional 4d. is payable under R.H.22 will be extended to cover the period from 9 p.m. to 6 a.m.

Where more favourable rates or conditions are now in force, they shall not be varied except by mutual consent.
