Which of the following most accurately describes the problem?

REPLYING to a question as to which parties suggested an increase in the speed limits of commercial vehicles, the Minister of Transport said last week that in December, 1944, the Society of Motor Manufacturers and Traders and the Nvional Road Transport Federation recommended that the speed limit for a "heavy motorcar" be raised from 20 m.p.h. to 30 m.p.h., whether or not it drew a trailer, provided that pneumatic tyres were fitted to both units.

Where soft or elastic tyres, other than pneumatics, were fitted, the S.MJvl. and T. and the N.R.T.F. recommended that the limit be raised to 20 m.p.h. from 12 m.p.h.
