Which of the following most accurately describes the problem?

It is obviously too late to stage a show this year. but we are wondering whether it be essential to maintain the old theory that it must take place in the late autumn or early winter. Therefore, if we are to have a Commercial Motor Exhibition next year, why not stage it earlier, when the weather is more likely to encourage those who travel from overseas. If we cannot have a suitable venue, such as Earls Court, at that time, let us make it a "Royal Show." borrow the stands, marquees, etc., and then pray for fine weather.
