Which of the following most accurately describes the problem?

• A meeting of the Road Haulage Forum best practice working group just before Christmas discussed how some of the government's promised £100m investment might be spent.

Freight Transport Association economist Simon Chapman reports: "We looked at a number of ways of tackling the issue id modernisation) and we covered a number of topics such as the scrappage allowance, retrofit programmes for things like particulate traps and also advice on energy efficiency."

Chapman describes the meeting as productive, but another source says: "To be honest there wasn't a great deal of progress made."

He adds that the idea of scrappage may have been killed off at the meeting: "I don't think the money or the concept will get very far. There are many, many problems as to how you develop a scrappage programme."

A further meeting will take place next week.
