Which of the following most accurately describes the problem?

• Hauliers say they are disgusted by a new survey that suggests they would get little benefit from any cut in the rate of fuel duty.

The survey, organised by the Freight Transport Association, shows that most transport users would expect at least half of a 150/lit duty cut to be passed on to them and 20% expected all of the fuel duty cut to be passed on in the form of lower rates. But nearly 60% of hauliers insist that they should get the full benefit of any cut in fuel duty.

Frank Stears of Trans-Action says the survey shows the greed of transport users: "If we were to get 15p/lit off fuel tomorrow we would be on about the right rate. It would mean that we could invest in new vehicles and afford to pay drivers properly and maybe even make a profit."

Simon Chapman, the ETA economist who produced the report, says: "The survey is saying that transport users will want to have some of the cost benefits passed on through efficiency savings or lower rates."
