• CONDITIONS were imposed on the licence of Kaye Anne Prunier, trading as Pennine Traction, by North Eastern Deputy Licensing Authority Brian Homer, after an objection by Bradford metropolitan borough council.
Pennine Traction had applied to add three vehicles and three trailers to its existing national licence for five vehicles and five trailers, For Pennine Traction, it was said that at present they were operating to the full capacity of their licence. The extra vehicles and trailers were needed in case of vehicles breaking down and any increase to the business.
Bradford metropolitan borough council was concerned about times of operation. Complaints from local residents had been received concerning the industrial site Pen nine used as its operating centre.
The council conceded that the problem was not just down to Pennine, as the site housed a number of haulage companies.
The council policy was to have restrictions put on all operators using the site, prohibiting the use of vehicles between 2200 and 0700 hours. However, in this case the council was prepared to vary the conditions, so that the use of vehicles was prohibited between 2200 and 0600 hours except on Mondays, in order to prevent problems to Pennine's business, The council was not seeking to close down the business, but merely to protect the residents.
Granting the application, subject to the conditions suggested by the council, Homer said the maintenance of the vehicles, which was contracted out, had proved to be satisfactory.
