Which of the following most accurately describes the problem?

ENSIGN BUS, still awaiting authority to rim its Essex to London commuter bus services, started running one free of charge this week.

As the Metropolitan Traffic Commissioners have still to give a date for i hearing to consider its London Local Service Licence application, its Cityline route 601, is operating seven morning and SIX evening return departures from Cranham, Ockendon and Aveley in Essex to Aidgate, the Embankment and to Lower Regent Street in London.

The service will be run free tOr at least two weeks. If the Ensign local service application has not been considered by the end of that period, Ensign intends to register the route as an express service under the 15 miles between stops criteria introduced by the 1986 'Iransport Act.

It will not be allowed to carry local traffic, but will offer an attractive service to

T 11 C Ensign Daimler Fleedine deckers used on the service already cover the Essex to Central London journey daily before their use on Culture Bus, London Bridge, Ebdons and London Crusader sightseeing work.

Ensign hopes that it will eventually be able to operate the NU is a 10Cal service also carrying commuters.

It applied for its licences last August and is still awaiting a public hearing for the Traffic Commissioners to consider its application.

A second Ensign service. nn 3 from Harold Hill in Essex, is expected.
