Which of the following most accurately describes the problem?

• Using mobile phones while driving must be banned, says the Royal Society for the Prevention of Accidents.

Fallowing the latest fatality involving a driver using a mobile phone, RoSPA is demanding a law

which specifically bans mobile phone use. At present unsafe phone use could result in prosecution for driving without due care and attention or dangerous driving

Research shows that drivers using a mobile. Including a hands-free system, are four times more likely to have an accident during a conversation—and up to five minutes afterwards. RoSPA also advises companies to make a ban part of their health and safety policy.

The charity's road safety adviser, Dave Rogers, says: "At present people can be prose cuted for causing death by dangerous driving, driving without due care and attention or not having proper control over their vehicle—but it is down to how an individual police officer interprets the situation. If the use of mobile phones was banned while driving, there would be no doubt in a motorist's mind that it was wrong to use one."
