Which of the following most accurately describes the problem?

• A truck carrying Irish beef to the Continent has been impounded at Dover after it was found to have fake customs seals. The Irish-registered vehicle, which was carrying a consignment of beef from Naas, Co Kildare, was detained after substitute seals and false paperwork were found on the tractor and trailer, according to the Ministry of Agriculture.

Irish beef is not subject to the same EU controls as British beef under the BSE regulations; officials are now trying to determine where the container was opened on its way across Britain.

The UK and Irish agriculture ministries have launched an investigation into the source of the seals and documentation. But Irish officials say it appears that no customs seals are missing from the Kildare plant, where the load Originated. The company involved has not been named.

• Automatic fixed penalties in Ireland have been extended to include driving in bus-only lanes, having defective tyres, and traffic light offences.
