Which of the following most accurately describes the problem?

out his entire fleet of 20 trucks to Ireland because he is saving "thousands of pounds" on the three vehicles he has already based there.

Martin Hall, manager of Fishguard-based WF Hall, is the Road Haulage Association chairman for West Wales. He sent his first truck to Ireland some six months ago and says: "I am making massive savings on the vehicles I have taxed and insured there. For example, I Pay 38p per litre for my diesel and I am saving thousands on VED. I pay IRL1,310 for a 40tonne vehicle on five axles."

VED for 40-tonners on rive axles in the UK is expected to be set anywhere between 15,000 and 19,000 in the March Budget.

Hall urges other hauliers to consider flagging out to escape high fuel prices and low rates.

"We need to hit the British Government where it hurts—in their pockets," he says. "We need to take the easy revenue away from them." Hall, who attended last week's meeting of 70 South Wales hauliers organised by the RHA (CM 4-10 Feb), says that of the hauliers present "only one put his hand up when the question was asked who had been successful in asking for rate increases."

He will not take part in blockades but says he would support a national "parking up day".
