Which of the following most accurately describes the problem?

• No action has been taken against the licence held by Barnes Tipping, and an application for an additional two vehicles and four trailers has been granted, despite the imposition of 12 prohibition notices in roadside checks over an eightmonth period. North Western Licensing Authority Martin Albu was told that two maintenance investigations had been carried out on the Whalley-based company in the preceeding 18 months, and that in the period between November 1986 and July 1987 six immediate and six delayed prohibitions had been imposed on its vehicles in various roadside checks.

Director John Wood said that he had taken over the running of the business from his father, who had since retired. The company had moved into large premises previously occupied by Dutton Transport, and planned to build new workshops.

The maintenance foreman had been replaced and an additional fitter had been taken on. Drivers had been instructed to carry out daily safety checks, and since the vehicle examiner's visit about 30% of the fleet had been through annual tests without any problems.

Granting the application to bring the authorisation on the company's licence to 22 vehicles and 28 trailers, Albu said that though clearly there had been some problems, he did not feel the need to take any action at this time.
