of the firms for which I work are less than happy to issue a new record book to each agency driver they employ. This is an expensive business.
However, hold an operator's licence because I propose to become an owner-driver, though i nave not yet owned and operated a vehicle. Is it permissible, therefore, for me to issue myself with a record book under my own 0-licence number and use this while I am engaged on agency work?
AThe issue, and compilation of drivers record books is provided for in the Drivers Hours (Keeping of Records) Regulations 1976. Though there is nothing in these Regulations specifically to exclude the procedure you outline, the constant reference to .an owner-driver or the employer of an employee driver.' makes it plain that it would not be acceptable.
In addition, the DTp has confirmed that only an owner driver or an employee of a driver may issue record books.
