(Locked-on spring-brakes, for example, where the compressed air supply cannot be restoied by any means). ARegulation 70 of the Motor Vehicles (Construction and Use) Regulations 1973 provides for the proper braking of trailers, which a brokendown vehicle becomes when it is being towed. Paragraph 3 (c) of that Regulation provides for the braking requirements not to apply to any brokendown vehicle which is being drawn by a motor vehicle, in consequence of a breakdown.
