Which of the following most accurately describes the problem?

City Transport wishing to cut down on the practice of wilful overriding (CM, October 1 and January 14), but certain features of their scheme seem strange.

I would be interested to know what section of which Act of Parliament gives the Traffic Commissioners powers to authorise a bus operator to impose fines on its passengers, or are these additional charges not fines within the meaning of the various acts?

I am surprised to read in your report that "when an invalid permit escapes the notice of the platform staff but is detected by an inspector, the passenger must pay the standard fare' . It may be appropriate to impose a punishment where a conductor has failed to carry out his duties, but to impose the punishment on the passenger in such cases does not seem to fit in with your report that "the Commissioners insisted the transport department had to prove intent to defraud by a passenger before it could levy the excess fare"'.
