AYour father-in-law is not breaking the law at present if his current three year ordinary driving licence does not expire until September 1972.
However, once it does expire he will need to take and pass an hgv driving test on the appropriate class of vehicle before he is allowed to drive heavy goods vehicles.
If he has not passed his test and obtained an hgv driving licence by the time his existing licence expires, any heavy goods vehicle he drives will need to have hgv -I:. plates displayed front and rear and he will need to be accompanied by an experienced driver holding an appropriate licence until he obtains an hgv driving licence.
