Which of the following most accurately describes the problem?

• An indication of the rapid growth in international transport, particularly among own-account operators, was given by Mr Owen Thomas, of the PTA, at a members' meeting last week. He said the FTA had issued some 5000 carnets in the first two months of 1971, compared with a total of 1145 for the whole of 1967.

In a talk on future TIR operations, Mr Thomas said that the carnet system would be replaced, for journeys within the 10 EEC member countries, by a Community Transit Document. This, he said, was a guaranteeing system between member countries.
