Which of the following most accurately describes the problem?

• The Euro-3 standard will cut exhaust emissions by 30%. says the European Commission. It will cover carbon monoxide, hydrocarbons, nitrogen oxide, particulates, smoke and methane.

The new standard is scheduled to apply to all new heavy diesel-fuelled vehicles from October 2000. The EC proposal is based on the Auto/Oil environmental research programme, which was carried out by the European institutions, vehicle manufacturers and the oil industry.

As a consequence, the Euro-3 proposal is "fairly consensual", says an EC official. It is expected to increase vehicle prices by .4:.400-1,150, according to EC calculations; the total cost for all vehicle manufacturers is expected to be just over £500m a year.

The EC proposal on Euro-3 will now be examined by the European Parliament and the Council of Ministers; they are expected to make a final decision next year.
