Which of the following most accurately describes the problem?

but LA is lenient

• The D. M. Hogg (Earlston) Ltd inquiry which has been before the Scottish LA on three previous occasions (CM Oct 2) was brought to a conclusion last week when the firm was granted a licence for two vehicles and one trailer for a period of one year only, with a warning that there would be an inspection during that time. The LA, Mr A. B. Birnie, also instructed that he must be informed of any changes in the organization, management or personnel of the firm.

The LA said that the stories told at the hearings had been so diverse that he would not attempt to analyse and the totality of evidence was "pretty shaky". He tended to be lenient, he said, but could not grant the application in full and was prepared to allow the 0 licence for only two vehicles and one trailer for a period of one year.
