Which of the following most accurately describes the problem?

Three 44-seat single-deck buses recently supplied to J. Fishwick and Sons, the local bus operator in Leyland. Lancs, are fitted with bodies built by W. and H. Fowler, Hastings Road, Leyland, a newcomer to the field of heavy-duty pay bodybuilders. The 10m (32ft 10in.) metal-framed bodies are mounted on Leyland Leopard PSU4A/2R chassis and feature sealed windows, individual forced ventilation and heating and a luggage space behind the driver's compartment. The buses follow a prototype delivered earlier this year (CM July 3) and Fowler, a subsidiary of Fishwick and Sons, is now offering for other operators.
