Which of the following most accurately describes the problem?

• Rates increases of between 12 ,and 15 per cent are expected to be applied by Scottish hauliers from January 1. Express parcels charges could rise even more.

RHA area secretary Mr Leslie Stokoe said this week that the main cause was three wages increases in 14 months, averaging 42.3 per cent overall.

A countrywide check around England and Wales by CM this week showed that some hauliers are still introducing rates increases based on the most recent statutory RHWC pay award but there is no general move equivalent to the Scottish New Year rise.

In South Wales, where too many vehicles are chasing too little work, a hauliers' liaison committee is negotiating a productivity agreement with the TGWU. Hauliers in rural areas are under pressure to raise basic wages to the "West Midland" level.

Meanwhile in Scotland about 800 bread-van drivers have taken strike action in support of a ELI a week pay claim.
