Which of the following most accurately describes the problem?

THE need for redoubled precautions against vehicle thefts is emphasized by figures supplied to the Road Haulage Association by Scotland Yard. The number and value of thefts of and from commercial vehicles in the Metropolitan Police district in the third quarter of this year were higher than any in the previous three years. But both the number of persons charged and the value of goods recovered were considerably higher, as the following •" third quarter" table shows.

The vehicles security committee is urging operators and drivers to redouble their precautions, particularly during the period preceding Christmas. Co-operation with the police, a good illustration of which is provided by the work of vehicle observer corps in London and other parts of the country, could with advantage be extended, says the R.H.A. This could come about if operators and drivers would report immediately to the police the registration numbers of vehicles unloading at premises or taking routes where they would not normally be expected, or transferring goods to another vehicle in unusual circumstances.

In the first nine months of 1964 the value of goods stolen (£504,000) was greater than for the comparable period of last year (£393,000) but lower than in the previous two years (£510,000 and £606,000). However, the number of thefts was 3,540—which was higher than in Jan.-Sept., 1963, '62 and '61.
