Which of the following most accurately describes the problem?

• An Italian driver was fined £1,500 after a Kent truck check revealed he had taken only five hours rest in 31 hours.

The driver, who works for Conal-based company SCRL, said he had been told to keep to a tight schedule or his load of frozen bread would suffer. Police will be reporting the company to the Italian Ministry of Transport.

During the check on 27 July on the A2 at Boughton under Blean near Faversham, 84 vehicles were stopped. Of the 67 British trucks stopped, four were found to have tacho irregularities, two lacked vehicle excise licences, one did not have an MoT plate, another was without an 0-licence. There were also five overload offences.

Of the 17 foreign vehicles stopped, one driver was charged with three overloading offences, and two drivers, including the Italian, had worked over permitted hours.
