Which of the following most accurately describes the problem?

• A British Gas manager who wants to become a bus operator has been granted a new PSV operators licence for two Renault 25-seaters by North Western Traffic Commissioner Martin Albu.

Heatons Travel, of Coal Pit Lane, Hindley Green, Wigan, plans to register three local services. John Heaton, who works as a manager for British Gas, told the Commissioner that he held a Certificate of Professional Competence.

After Albu had said that the financial statement the company had produced seemed to assume a fairly generous income, Heaton said that he had spent some time doing traffic research and that his bank had been quite happy to back him. Maintenance would be carried out at garage premises belonging to his brother, who was one of the partners.

El At the same inquiry before Martin Albu, an operator who had been convicted of using more vehicles than authorised on its restricted PSV 0licence, was granted a national licence for four vehicles.

Almin Travel, of Chadderton, Oldham, had three vehicles but was allowed to run ^ only two on a restricted licenct so the spare vehicle had been lent to Davies Coaches to enable Davies to undertake a contract on his behalf.

The bus was driven by an Almin Travel driver, which the company had mistakenly thought to be legal.

Taking no disciplinary action, and granting the standard licence for which Almin had applied, Albu said that he accepted that there may have been a misunderstanding.
