Which of the following most accurately describes the problem?

THREE Jugoslav firms have concluded licensing agreements with ZF, of Friedrichshafen, Germany. The contract with FAP Famos, one of Jugoslavia's leading commercial vehicle manufacturers, envisages closer general co-operation with 2F and provides for certain transmissions to be built in Jugoslavia. An agreement with Prva Petoletka Trstenik, the country's main producer of hydraulic and pneumatic control gear and actuators, will add ZF steering mechanisms to the firm's manufacturing programme.

The third firm to obtain ZF licences is Soko Mostar, an important component supplier to the motor industry. ZF is now negotiating with TAM of Maribor, with a view towards similar licensing plans for transmissions and other automotive parts.
