AYou would be well-advised to submit your proposal to the Licensing Authority for your area. While theoretically it might be possible to license a horsebox as a "'private vehicleit seems unlikely that each member of your riding club would make identical use of it. If this assumption is correct then, in fairness, there would presumably have to be some equitable division of operating costs between the members which a Licensing Authority might well consider constituted a "charge". In that event the horsebox would in fact, be used for hire or reward. As only his decision would have legal effect in the light of all the details which apply to your proposal we suggest you first write to the Authority.

It follows, of course, that if it subsequently transpires that a carriers licence is necessary then the driver of the horsebox would be subject to the several regulations governing the keeping of records and drivers' hours.
