Which of the following most accurately describes the problem?

THE TRTA has asked the MoT to clarify an anomaly concerning the proposed noise levels for commercial vehicles of less than 3 tons unladen weight.

The Ministry's proposals for these vehicles are: Existing vehicles (from January, 1968) 87 decibels; new vehicles (probably post October, 1969) at factory 85 decibels; and new vehicles (probably post October, 1969) in use 88 decibels. These suggest that at roadside spot checks existing vehicles will have to meet a stricter standard than future vehicles.

The TRTA has told the Ministry it cannot comment officially on the proposals until this is clarified.
