14 GO EASY on those high-flying levy schemes," an influential group of MPs has warned the Industrial Training Boards.

After a detailed probe into the question of whether high or low initial levies are best, Parliament's all-party Estimates Committee has plumped for a minimum levy to cover Boards' administrative costs, while it works out future objectives and priorities.

To ram the point home, the Committee has recommended to the Minister of Labour, Mr. Ray Gunter, that he should not approve a levy proposal "which exceeds the minimum sufficient to cover administrative expenses" so that Boards will make their first task a comprehensive study of the long-term needs of their industries. The report finds that far from achieving the purposes of the Industrial Training Act, the levy-grant system as administered is impeding the Boards' proper consideration of future training policy. And it is not serving as a proper incentive to firms to improve their training.
