Which of the following most accurately describes the problem?

" VOUR figures of vehicle availability I do not help me at all," commented Mr. S. W. Nelson, Northern Licensing Authority, at Newcastle-on-Tyne, last week, when Mr. F. Keating, for the Road Haulage and Railway Executives, submitted that there was evidence of availability of British Road Services' vehicles. Mr. Nelson said. " You wilt always have vehicles available, but I have no control over them. You should not put vehicles at depots if you have no work available for them."

He was referring to a schedule of vehicles which were said to be available at various B.R.S. depots, some of which were 25-40 miles away. Mr. I. H. Wakefield, traffic superintendent of the, Gateshead Group, had said that vehicles could be placed at many of the depots referred to if there was a chance of work becoming available.

Mr. W. Parker, of Dunston-on-Tyne, was applying for two 5-ton vehicles on an A licence for the purpose of undertaking additional work for customers of 30 years' standing. Evidence of need was given by four customers who were suffering inconvenience.

Mr. C. W. Taylor, director of Taylor Pallister and Co., Ltd., Dunston, manufacturer of ships' gear, who complained of B.R.S. service, said that recently his company had to send an urgent consignment to Birkenhead to catch a ship and on Friday afternoon ordered a vehicle from B.R.S. for Saturday morning. It eventually arrived on the following Monday afternoon.

Granting a licence for one 2i-3-ton vehicle, the Licensing Authority said, " An overwhelming case has been made out by an old-established haulier who "wants to satisfy the requirements of his existing customers. The objectors want me to put this traffic into their hands. This would be new work for them. It iS not reasonable to expect work to be handed to someone else."
