Which of the following most accurately describes the problem?

• Proposals for a new forum for the UK road transport industry have received a mixed reception from company and drivers' representatives.

Last week at the Hanover truck show, Jurgen Knorpp, managing director of MAN Truck and Bus in the UK, called for more co-operation between the Road Haulage Association, Freight Transport Association and "any other bodies supposedly representing the industry".

He even offered to fund an initial "summit" meeting and to find a chairman, in an effort to counter the Government's lack of "true understanding" of the sector's needs.

Knorpp also agreed UK operators were overtaxed. RHA director-general Steven Norris says he does not wish to spurn assistance, but points out that the RHA and PTA "are already doing it".

The Transport and General Workers Union says it would not want to be party to attacking the principles of the white paper but would be happy to attend a transport summit.
