Which of the following most accurately describes the problem?

dents have failed to block a bid by Doncaster haulier Steven Porter to change his operating centre.

Porter, trading as S&N Trans-Porter, was seeking to move his operating centre to Stephens Road, Bawlby.

For Porter, Stephen Kirkbright said that one of the petitions gave no addresses. There were merely eight signatures and some were illegible.

Porter said he had visited every single resident in the two streets concerned and the vast majority had no objections. Some of those who had signed the petitions had said that they had not realised what they were signing and wanted to withdraw their objections.

North Eastern Deputy LA Brian Horner ruled that the representations were invalid. He also ruled that representations from two other residents and the metropolitan district council were out of time.

Granting the application, Homer said that Porter had demonstrated that he was prepared to bend over backwards to meet any complaints from residents. The licence was due for renewal in December 1993, and at that time a further look could be taken at the situation.
