Which of the following most accurately describes the problem?

• Scottish Licensing Authority Hugh McNamara is proposing to attach environmental conditions on a licence he is granting to Clayland Dairies, following an objection from Edinburgh District Council and representations from 29 local residents, (CM 27 August-2 September).

Alastair MacKay and Hanish Irvine, trading as Clayland Dairies, have sought an eightvehicle licence.

McNamara said that, had it been an application for a new operating centre, he would have refused it on the grounds that the site was environmentally unsuitable. The main cause of environmental disturbance was vehicles leaving to deliver milk at 05:00 hours, and he proposed imposing a condition that there be no movement in or out of the operating centre except between 06:00 and 19:00 hours. He also proposed conditions that no vehicle may turn right into Lochrin Place from the operating centre before 08:00 hours and that authorised vehicles may not be permanently parked in the vicinity of the centre.

The partners have been given 21 days to make representations about the effect of these.
