Which of the following most accurately describes the problem?

• Birmingham's Bull Ring bus station in Dudley Street could become a worthless "white elephant", following a decision by National Express to discontinue services from there, city council officials have warned.

The company's coaches call at the Bull Ring after leaving the main Digbeth bus station, but will no longer do so from November. Only a few Midland Red medium-distance buses stop there at present.

The decision could mean added congestion on the streets and pressure on the council to provide street stops and facilities, says officials.

National Express say the move will cut journey times on many North East and London routes by avoiding a 15-minute detour to the Bull Ring.
