Which of the following most accurately describes the problem?

• A Bradford demolition firm which failed to co-operate with DoE examiners and produce its vehicle at several pre-arranged DoE inspections was "pinned down" by the Yorkshire LA, Maj-Gen Sir John Potter, in Leeds last week when he ruled that the firm's operators' licence, which authorized three vehicles with a margin of one to be acquired, should be curtailed by the removal of three vehicles and no future application considered until a fleet inspection had been carried out.

The firm, Leach Demolitions, had been called to the inquiry under Section 69 after its vehicles had been issued with delayed prohibitions on March 10 and May 21 this year.

Mr John Watson, a DoE vehicle examiner, told the court that because of lack of co-operation it had not been possible to examine vehicles, maintenance arrangements, inspection records or premises.

A partner in the firm, Mr J. Leach, said in evidence that the company was now operating one vehicle only and he had not been able to produce this for inspection as he had been away in Scotland.

The LA concluded the hearing by saying that if the firm did not make an application within six months an inspection would be made in any case.
