• After an application had been made by D. R. Fullard and R. W. Bird to add four vehicles to an existing 0 licence, a DoE vehicle examiner of Leeds West Midland traffic area carried out a fleet inspection and discovered that proper records relating to the maintenance of vehicles were not being kept.

This was stated at a public inquiry in Birmingham last week, when Mr J. Else, the West Midland LA, considered the application and also whether he had been given ground to revoke, suspend or curtail the licence under Section 69.

The vehicle examiner, Mr Gordon Sharpe. said that he carried out the inspection between July 12 and 16. All six vehicles authorized on the licence were examined and of these, three were found to be in good condition, one was issued with an immediate GV9 after four defects were discovered, and the remaining two found to have minor defects though delayed prohibitions were not imposed as these could be rectified immediately. On examining the maintenance records available. Mr Sharpe discovered that although these were of a recognized type they had not been fully filled in. However, one of these maintenance sheets inspected by the vehicle examiner was produced in court and found to be filled in correctly.

Mr A. Carless, representing the partnership, told the LA that it was the wish of his clients that the application be amended to one of only two additional vehicles. Since the fleet inspection had been carried out additional maintenance arrangements had been made. Further maintenance schedules had been introduced and maintenance contracts entered into with two local garages.

After hearing the evidence Mr Else said he was prepared to grant the application as amended and felt that in this case it was not necessary to take any action under Section 69.
