Which of the following most accurately describes the problem?

• Local authority refuse collection vehicles will no longer be exempt from plating and testing if proposals now being circulated for comment by the DoE come into force.

Other changes proposed are: the introduction of greater flexibility in the dates by which vehicles must be submitted for testing; the abolition of free retests except where the failure was due only to specified minor defects; the withdrawal of the concession which allows a vehicle to be submitted for testing up to 30 minutes after the time of appointment; a reduction in the notice to be given of cancellation of an appointment; provision for the refund or carry-over of a test fee when an appointment is not kept due to certain exceptional circumstances.
