Which of the following most accurately describes the problem?

A FELIXSTOWE haulier, Mr. William

Stokell, was called before the Eastern, deputy Licensing Authority last week to explain why his two-vehicle A licence should not be revoked, suspended or curtailed. A decision was reserved.

Stokell told the deputy LA, Mr. J. Gazdar, that while he owned the vehicles, they were run for him by Peter Miller Ltd.. an Ipswich haulage firm, and he was unaware that he was infringing some of the restrictions of the licence. Although they might have been used for "other purposes ", he accepted responsibility for them. In June last year, Stokell applied for a new A licence for four vehicles and was granted two to carry general goods in the London, Midland and Eastern Counties areas. At that time he was a potato merchant. Following an appeal by objectors to his application the licence was amended to restrict use of the vehicles to " Mainly timber in Eastern Counties and Midlands ". Stokell said he was unaware that the licence restrictions included the words "mainly timber ", although he knew that the reference to London had been deleted. His vehicles had carried timber as well as other cargoes from Felixstowe docks.

The deputy LA: "Mr. Miller is running your vehicles from his base. Do you appreciate at the moment that your present licence excludes general goods?"

Stokell: "I do now, but until I came into this court I was unaware of it." Asked if he appreciated that he could not run his vehicles from Ipswich, Stoke!l said that he hoped to put them back at Felixstowe eventually.
