JOAN AITKEN, traffic commissioner (TC) for Scotland, has issued a warning against the restricted 0-licence of North Lanarkshire operator T&M Contracts, describing its compliance standards as "woeful".

During a public inquiry in Edinburgh in July, the TC was told how Vosa traffic examiners stopped a vehicle operated by the Wishawbased scaffolding company in February. It found the driver's licence had expired and was provisional, that no tachograph chart was in use, and that there was no vehicle excise duty disc or licence disc on the windscreen.

T&M was also operating two vehicles when it was only permitted to run one; using a site without permission; and not using systems to check drivers' hours.

Director Michael Lally said he should have trained his drivers and was unaware the driver with the expired provisional licence was operating a vehicle that day.

He has subsequently undertaken training courses and made improvements.

However, TC Aitken said: "The standards of compliance have been woeful."
