Which of the following most accurately describes the problem?

THE FORTEC Pallet Distribution Network has asked its members if they want to continue making deliveries to residential addresses, citing inefficiencies in all areas of the process as the reason not to. While it is expected that the pallet networks will increase their take of the expanding residential delivery market following the rise of e-commerce, this may not be "the Fortec way".

Commercial director Marcus Fischer said: "Consolidated loads, with our members' trucks on main roads or delivering to the high street — not private addresses — is where we want to be."

Fortec is one of the lightest networks, with an average pallet weight of 286kg. It is pushing service over volume, although it is on course to set a new annual volume record this year. Next-day delivery accounts for 80% of overall pallet volume. Members' views will be considered next month.
