Which of the following most accurately describes the problem?

No evidence has been produced by Nottingham police to show that goods vehicles are responsible for congestion in peak periods. This was claimed by Mr. J. J. Brown, chairman of the traffic section of Nottingham Chamber of Commerce, when members discussed the proposed parking ban in the city which would prevent collection and delivery in 14 main streets at certain times.

Mr. Brown said British Road Services had gone into the matter scientifically, and had shown that the ban would increase their cost per ton for collection and delivery work.
