MR. A. BavrcroN is to retire from his position as general manager of the East Kent Road Car Co., Ltd. He has been associated with the company since its inception in 1916.

MR. J. F. S. POLLITZER has been elected chairman of the Highways Cornmittee of the N.R.T.F., following the resignation of MR. GOY FAIRCLOUGH. The technical advisers, MAJOR R. A. B. SMITE! and MR. W. C. LESLIE-CARTER, have been reappointed.
MR. J. V FRANKLIN has been appointed managing director of Black and Decker, Ltd. on the resignation of MR. R. H. ViCCARTNEY from the position of joint managing director. MR. F. W. MCCARTNEY has been appointed director in charge of production, and Ma_ J. F. BYFIELD, director responsible for sales.
MR. A. E. PHELPS has been appointed secretary to the Public Transport Association as from October 1, replacing MR. ERIC D. CROFT, whose resignation took effect from September 30. Mr. Phelps, who is aged 45, is a barrister, and was educated at Crewkerne and .Oxford University. He was formerly secretary to the Wool and Allied Textile Employers' Council.
