Which of the following most accurately describes the problem?

AN EAGLE-eyed traffic examiner noticed a truck without a licence disc while he was filling his tank at a petrol station. The observation led to South Ockenden-hased Piccadilly Transport paying £2350 in fines and costs for using a vehicle without the authority of an 0-licence.

The company failed to appear before the Enfield Magistrates and the case was proved against it in its absence.

Traffic examiner Stewart Balmer said he was refuelling his car at a BP petrol station when he saw a 7.5-tonne curtainsided vehicle enter the garage without an 0-licence identity disc being displayed. The driver told him that he was carrying groupage on behalf of Piccadilly Transport. Further enquiries revealed that there was no licence in force for that vehicle at that time.

Prosecuting for VOSA, Anthony Ostrin said Piccadilly Transport was granted an interim licence following the check and thereafter a full licence, authorising the operation of 35 goods vehicles. The financial standing requirement for a standard national licence was £6,200 for the first vehicle and £3400 for each additional vehicle.
