Which of the following most accurately describes the problem?

• Many cones used at contraflows and road repairs do not conform with the standards laid down for visibility at night, warns the British Standards Institution.

Cones produced by most major manufacturers were tested by the BSI on behalf of Dorset's trading standards office, and only one model passed muster.

Chris Nelms, head of the AA's highways and traffic department for the west of England, says: "This is a major source of concern to us. The whole idea of cones is that they should be reflective and easily seen."
