Which of the following most accurately describes the problem?

A LIST of hundreds of hauliers from all over the country that have allegedly crossed miners' poicket lines has been compiled by the National Union of Mineworkers.

Copies have been sent to at least two local authorities and the administrations have been asked not to use the firms blacked by the NUM.

As yet, it is not known how the list was compiled, or how many councils have received it and are abiding by it.

The list appears to be poorly made, with some hauliers listed by name only and no address or details of their work in opposition to the NUM.

Labour-controlled Oxford City Council told CM that it will be debating on November 19 whether or not to use hauliers on the list. Council also realises that it may be open to legal action as a local authority must be seen to act reasonably when awarding contracts, and blacked hauliers could also try to argue that ratepayers are not giving full value for money.

Bolsover District Council in Derbyshire said that it had the list since June 20 and had decided not to use the named hauliers.
