Which of the following most accurately describes the problem?

A CUMBRIAN haulage boss has been ordered to pay more than £300 after a court heard how he was using a lorry with nearly £6,000 owed in back road tax.

Brian Donnison of Penrith, admitted using the lorry without an Excise licence and the fraudulent use of a licence.

But after the court heard the previous licence for the lorry had expired in 1981 and that £5,900 was owed in back tax, Donnison claimed he had bought the vehicle only earlier this year.

He admitted swopping the licence from another lorry. Donnison was fined £118 with £28 costs and ordered to pay £287 in back tax.
