BIDS are now being accepte for a permit-exchange dea which has still to be approve by the European Council c Transport Ministers.

The Department of Tram port wants operators who ar prepared to exchange 40 o more French or West Germa quota permits for EEC permit to write now to the Intern ational Road Freight Office.

The Transport Minister cannot approve the deal unt they meet next month, bu DTp is keen to have any ad ditional allocation made b: January 1. It will keep all bid sealed until after the Min isters' decision.
