Which of the following most accurately describes the problem?

FORMER West Midlands PTE director general Frederick Lloyd is the new chairman of the Road Transport Industry Training Board, The board has been reconstituted for a further three years by Employment Secretary Albert Booth who also announced five new board members, H. G. Taylor, P. G. Crook, H. Jackson, V. Greenwood and D. A. Gohl.
